Signed into law by Governor Newsom 9/30/2023

This bill is aimed at delivering mental health treatment. It has been implemented in eight California counties. Glenn, Orange, Riverside, San Diego, San Francisco, Stanislaus, Tuolumne, and Las Angeles. All of the remaining counties must implement the CARE Act by December 1, 2024.

Comments: This bill amends twenty sections of existing California Penal code and adds two new ones.

It is hoped that one group that these new provisions will help are those who are chronically homeless due to mental health issues. With the new provisions, law enforcement officers and healthcare workers may be able to better direct those needing mental health care to mental health care resources. Time will tell.
